Can a Board act against a President who violates RONR and the organizations Constitution?

I am part of a Board for HS Basketball officials.  Our President has been in violation of not adhering to our Constitution and RONR.  Unfortunately, due to our organizational make up, our members do not become official members until they register which is a couple of months away. Therefore, we are not able to take the issues to the members through proper channels of discipline according to our Constitution.  Is there a way through RONR that the Board can discipline the President?

Not unless the bylaws expressly authorize the board to discipline its members, and from you facts, that does not seem to be the case.

Absolutely not.  If he's a member of the board he has a basic right to attend every board meeting.  If any meeting is called without advising the President of it, the meeting is not a regular or properly called meeting an any action taken would be null and void and candidly, if the board did try that, the membership may very well decide to institute disciplinary actions on the rest of the members.

RONR is a book about procedures in meetings. It has no rules regarding what people do outside of meetings, and therefore, no rule in RONR would prevent an email from being sent to all board members other than the President. The board, of course, cannot take any actions as a board in this manner.

Similarly, nothing in RONR would prevent all members of the board (other than the President) from meeting in person to discuss matters, although such a meeting would not be a formal meeting of the board, and the board therefore cannot act as the board at such meetings. It's not really a meeting of the board, it's just a gathering of people who happen to be board members.

Where the line is drawn is that all members of the board have a right to attend actual meetings of the board.

As Mr. Martin explained in his post above, you are not permitted to have an official meeting without providing notice to all members and permitting them to attend. However, you are permitted to have all of the informal gatherings that you want and you may invite whomever you wish to those gatherings and to discuss whatever you want to discuss at them.
