Keep voting until someone receives a majority of the votes cast for that position.  Nominations can also be re-opened under the rules in RONR if need be.

Agreeing with the answer above by Mr. Mervosh, I would add that you might not necessarily have a problem.  If, for example, you are electing three members to a board of directors and there are five candidates and 100 ballots cast, meaning 51 votes are necessary for election.  Since three directors are being elected, members can vote for up to three candidates.  If Candidate A receives 60 votes, Candidates B and C each receive 55 votes, Candidate D receives 45 votes and Candidate E receives 35 votes.  Since Candidates A, B and C each received at least 51 votes, all three are elected and there is no need to vote again or to break the tie between candidates B and C.

If, on the other hand, candidates B and C each received 48 votes, you would vote again with all candidates except Candidate A remaining on the ballot, since he has already received a majority vote and has been elected.

btw, the fact that this is a commercial condo association is irrelevant to the manner of electing officers and directors unless your state law sets up a different procedure.   State law trumps the rules in RONR.

Under RONR all directors need a majority vote.

It does not use plurality voting.(candidate with most votes is elected)

Read the book very carefully,  and then ask again :)

(a tie is also possible under the rules of RONR, but I first want to make sure you understood the voting method itself :)
