14 voters yet Secretary received 15 secret ballots. revote?

If there are more votes than voters than something seems to be amiss there.  A re-vote would seem to be in order.

It will depend upon whether one vote could have affected the outcome of the election. If someone won the election by more than one vote, then that additional vote, even assuming it was improper or illegal, would not be enough to affect the outcome Of the election.
