Meaning that there were not votes for or against the motion and only abstentions. No. So there is not a majority of votes in favour and it fails. More generally, any tie vote (0-0, 1-1, or 2-2) means that there is not a majority of the votes cast being in favour. I’m interesting the answer to that, too. Guest Steven, did the maker of the motion not vote for his own motion (which he has a right to not do)?
