Out bylaws state only that the chair can be an ex-officio member. No rule in RONR would prevent the President of an organization from serving as the chair of a committee. There are, however, some complications involved in such an arrangement. Due to the President's duty to preside over meetings of the assembly and to maintain the appearance of impartiality while doing so, this means that if recommendations are brought forth by the committee the President is chairing, it will be necessary to either 1) have the President relinquish the chair to the Vice President while giving the committee's report and while the recommendations within the report are considered or 2) have the committee select a different committee member to give the committee's report.
