Since RONR has no rules regarding attendance requirements - other than those requiring the presence of a quorum in order to validly conduct business - I don't think you will find your answer here. Any attendance requirements would have to be spelled out in your own rules.

Agreeing with the post above by Mr. Lages, RONR considers a meeting to have been held, with or without a quorum, once the meeting is called to order. The absence of a quorum does not affect the fact that the meeting was held, it only affects what you can do at a meeting without a quorum.

However, I suspect your organization has some sort of meeting attendance requirements. If that is the case, the answer may depend on your own rules rather than on RONR.  

As far as RONR is concerned, the meeting is held if it is called to order even if it adjourns immediately due to lack of a quorum.

RONR does not "count" attendance at all.  If your rules do, then follow them.

All I can say is that meetings without a quorum are real meetings, assuming they are actually called to order.

I can't tell you how the payment of dues might enter into it.
