I've just read pages 530-538 in the eleventh edition but am still not absolutely clear on this: May a large assembly choose to move into the committee of the whole to have a discussion on a topic — a vexed one! — without there being a specific question that the committee will address? I think the answer is yes, but want to be sure! Thanks so much in advance for assistance with this issue. Quote
