What RONR does say is that only members of the body WHICH IS MEETING have the right to attend those meetings. Unless your bylaws or state law grant regular members of the society the right to attend board meetings, or the board itself grants permission, non-members of the board have no right to attend board meetings. While it is not unusual for the bylaws to provide that general members may attend and observe meetings of the board, there is no such right established iin RONR. Any right to be heard at, or even to silently attend a board meeting would have to be established in your bylaws or statute. Quote
