One member made a motion that was seconded by another committee member. The Chair and one committee member voted against the motion so it did not achieve a majority vote. The solution of RONR is that the motion is defeated (lost, not adopted) The chair has a right to vote (if he is a member) and only should not vote if he has an interest that is not shared with other members (But this cannot be forced to abstain) Quote

Should the Chair have recused? Thank you. If this is a small board of no more than about a dozen members or a committee, the chair votes along with everyone else. The chair has no reason to abstain unless he has a personal interest in the matter not in common with other members, but that standard applies to all members, not just the chair. No one can be forced to abstain. Quote

Should the Chair have recused? Thank you. No "solution" is necessary. A motion that receives a tie vote has simply been voted down. The chair of a small committee should vote just as any member.
