Is the motion to discharge the committee in order ? Is it under 3)reports of special committees (because there it would be discussed it there was a report, ) or under :6) new business In the usual order of business. (41:5) Quote

(41:5) If the committee did not make a report at that meeting, it would be appropriate in new business Quote

(41:5) If a committee has been instructed to report at a particular meeting, the chair at that meeting should call upon it to submit its report at the time designated in the standard order of business (assuming that this is the prescribed order of business). If the committee fails to submit a report at this time, as instructed, a motion to discharge it will be in order, and will require only a majority vote for its adoption. Quote
