We have a Standing Rule to designate $ to a Scholarship Committee that has not been formed, the Board voted to divide that bugeted $ out to individual clubs due to their inability to raise money this year for their clubs, does the Board have that right? I agree provided the board has the authority to adopt standing rules. But, if they adopted standing rules without the authority to do so, those rules are null and void. Quote
