I’m assuming that what you really mean is, “does the president have to pass the gavel to someone else in order to vote?“ If that is your question, then FAQ # 1 as provided by Mr. Huynh provides the answer.

If you mean something different, then please explain.  Normally the president is already a voting member of the organization  although that is not always the case.
