effect of referral

At a recent meeting I moved to refer resolutions to our superior body's resolutions committee.  My intent was to do so without making a recommendation - pro or con - on the substance of the resolution but to allow it to be considered by the committee.  Another member insisted that such a referral is a recommendation in support.  Who is right?
