Can the Chairperson of an Ethics committee, who has a grievance filed against them, stay on the committee to oversee other grievance filings?

The answer likely depends on your own bylaws.  However, per RONR, there is no requirement for the member to step down from the committee or to abstain from votes.  Only if the member  has been formally charged and his rights have been suspended in accordance with Section 63:13 of RONR would he be prohibited from serving on the committee.  Those provisions are very specific, however, and your own disciplinary process may not include such a procedure.
