Official job of the moderator

What does Robert’s rules say the official job of the moderator in a church would be. We have a moderator from another church that is asking a lot of question about church finances. The moderator does not belong to the church or on session. Want to make sure moderator is not over stepping bounds. Thanks for your help

RONR (Robert's Rules) has nothing to say about the rule of "moderator" other than one who may be serving as a presiding officer.  Whatever his duties, responsibilities and functions are outside of presiding over a meeting are beyond the scope of Robert's Rules.

Perhaps some more information and an example or two would be helpful.
