The committee reported and advice not to adopt the motion (advised not to change the bylaws) The committee report was received without vote. I suppose after this the main motion should still come to a vote but that didn't happen. Can the motion again brought up under new business or is a new notice required? Quote

When the committee reported its recommendation that the motion not be adopted, the motion became pending automatically (RONR, 12th ed., 51:40-41). Quote

I agree with this, but I think the question is what is the status of the motion now? Since it was not actually taken up when reported out by the committee, should it come up at the next meeting as unfinished business or has it died? It seems to me it should be unfinished business at the next meeting provided it occurs within a quarterly time interval. Quote

Rob Elsman Posted February 14, 2021 at 06:24 PM Report Posted February 14, 2021 at 06:24 PM The book is silent about this situation, since it assumes that, in the ordinary case, one main motion is disposed of, either temporarily or permanently, before another one is considered. The chair erred by failing to state the question on the main motion to amend the bylaw, the recommendation of the committee to the contrary notwithstanding. Quote
