Committee in the nature of boards

In 50:9 the last paragraph ends with: 

In which case these committees are really in the nature of boards 

It is about standing committees that in effect have charge of certain branches of the organization's work.

But what is mend  with being in the nature of a board and  are there  consequences for the committee because of it?

Though called committees, they are assemblies in the nature of boards.  This means that the special rules for committees do not apply.  For example, there are special rules for committees about who can make a motion to Reconsider and when; these rules would not apply to these "committees" in the nature of boards.
