We are an advocacy group governed by bylaws.  we have a bylaw that has been on the books and effective for over 20 years, but not enforced.  The current administration wants to enforce this bylaw effectively immediately.  One member wants to know why now.  Should the plan for enforcement be delayed until this person's question(s) are resolved? and is there a specific time that is appropriate to enforce bylaws? (Note  our fiscal year runs from October 2020 thru Sept 30 2021)

No.

All of the time.

If the group no longer wants this rule, the bylaws should be amended. Unless and until that occurs, however, the rule should indeed be enforced immediately. Better late than never.
