Agreeing with the response by J.J., if your agenda has not been formally adopted at a meeting, it can be amended prior to adoption by a regular majority vote (or unanimous consent). If the agenda is for guidance only, there is no need to amend anything as it is not binding. Many organizations and presidents believe that the president's prepared agenda is binding. However, per the rules in RONR it is not binding unless and until it has been formally adopted (or approved) at the meeting unless you have a rule to the contrary. It is merely a suggested agenda for guidance until than. See sections 41:58 - 41:63 of RONR (12th edition) for more information on agendas. Quote
