Amending a motion

Hello,

Can someone please help with amending a motion? Does a member have to be granted permission? An example: If member A makes a motion to donate $200 to org A and Member B wants to amend to donate the $200 to org B. I understand to amend he would need to "strike out" org A and "insert" org B.  The presiding officer said she needed permission from member A before he can amend. Is that correct?

No. Once the motion has been placed before the assembly, the maker has no more control over it than any other member (with the sole exception of being able to ask permission to withdraw it, which the assembly is under no obligation to grant).

No. Once a motion has been made and seconded, it becomes the 'property' of the assembly after it is stated by the chair. The maker of the motion has very little control over what happens to the motion after it is placed before the assembly. Any member can move to amend the motion.

There is a brief window - between the time a motion is first moved by the maker and before it is placed before the assembly by the chair stating the motion after it is seconded - when another member can suggest a change to the motion. In this case, the maker of the motion is free to accept or reject the suggested change.

In your situation was the motion placed before the assembly by the chair?
