To introduce a motion for an action outside the organization's mission a 2/3 vote to authorize the introduction is needed.

So for example a motion to organise a chess competition for a tennis organization needs a 2/3 vote to authorize the introduction.

But what vote is needed to adopt the motion?

The same vote as usual, which will generally be a majority vote. After the 2/3 vote hurdle is cleared to introduce the motion outside the scope of the organization's object, the motion is then treated the same as any other motion.
