Affect of amending bylaws post request to specific terms

A member has requested a specific status that is currently listed in the bylaws, which allows non-payment of dues.  A motion is planned to be made to amend the bylaw language, such that members will now have to pay dues?  The original member's request was made several months ago and no response has been provided.  Should the proposed amendment pass, will this affect the member's current opportunity to not pay dues?

Yes. If there is no dues-exempt option in the bylaws, then the member will need to pay dues (assuming, of course, the bylaws authorize dues).

It all depends on

- the old (and present) bylaws provisions

- the proposed changes (if they are adopted)

- other laws/ regulations/ covenants  that  regulate the organisation.

- the request of the member

Without knowing anything of the above we can not really comment on your question

Not just the member in question, but all members with that specific status will now have to pay dues.

If the intent is that current members with that status remain exempt from dues and that dues are expected only from members who are granted that status after the bylaws are changed, then you will need to adopt specific language to make that happen, either in the bylaws or a proviso.

If that is the intent and you have such a proviso, then the important date for the member in question is the date that the member is granted that status; the date of the request is immaterial.

I agree in general, but I'm curious what situation here you think could lead to this member (as opposed to those already granted such a status) being able to not pay dues.
