Since this appears to be a governmental body (public body), I agree that the answer will have to be found in your own rules or governing documents. Having a "First Reading" is something not in RONR but is a procedure commonly used by governmental bodies for the purpose of introducing an ordinance or resolution at one meeting but not being able to vote on it until the next (or later) meeting. In such cases, the ordinance or resolution is not usually discussed at first reading, but that depends on your own rules. Quote
