How are abstentions counted in a vote?

Perhaps there is confusion arising from the fact that there is no such thing as a "2/3 majority".

Nevertheless, to give a direct answer to the question being asked, members who abstain from voting are not voting; therefore, abstentions are ignored, because they are not votes.

The motion passes by a vote of 5 to 0 if the requirement is an ordinary two thirds vote, which means two thirds of those present and voting. Those who abstained did not vote.

Abstentions are not called for, not counted, and are not votes.
