If the hall is not arranged this way when the meeting begins, the assembly can order the board members to vacate their places and take their seats with the other members. They are to be classified as ordinary standing rules, which require a majority vote for adoption. See RONR (12th ed.) 2:23; t6-t7, motion 8.
