The attendance of the legislators at scheduled meetings

RONR does not specifically address the topic of "quorum busting," or intentionally refusing to attend a meeting in order to prevent the assembly from conducting business. In most assemblies, there's not really much that can be done about this from a parliamentary perspective, as it would be necessary for the assembly to obtain a quorum in order to take any meaningful action on this matter.

I would advise seeking legal counsel to see what recourse may be available. In the alternative, the voters could elect other persons in the next election.

Out of curiosity, what is the quorum requirement for the board?
