Up until the motion has been stated by the chair, the person who seconded the motion can withdraw his second just as the person who made the motion may withdraw it. However, once the motion has been seconded and stated by the chair, the motion "belongs to the assembly,not the maker", and neither the motion nor the second can be withdrawn without the consent of the assembly. In addition, withdrawing a second does not necessarily mean the motion fails (or dies). Another member may second it.
