Time change of meeting

Even if the agenda was not posted I don't see how the start time could be changed.  I suppose if the time had been set by the membership at a meeting, then it could be changed by the membership at a meeting, but you will quickly see the problem.

I don't think it is possible to answer this question without knowing more facts about how the start time for the meeting was originally set, who exactly is attempting to change the start time of the meeting, how long it is before the meeting, what (if anything) the organization's rules say on this matter, etc.

If all members are present (so there are no absentees) then it might be reasonable, but even this not allowed under RNOR.  if there are absentees doing so would infringe on their rights. A grave breach of the rules. 

Maybe a better alternative  is to have an informal gathering , before the official  meeting.

During the gathering (non confidential) matters may be discussed but no business can be decided.

Again, I don't think we can definitively answer this without knowing more facts. Depending on how the start time for the meeting was originally set, who exactly is attempting to change the start time of the meeting, how long it is before the meeting, what (if anything) the organization's rules say on this matter, etc., it is possible that the time could be changed and that members could be notified of the new starting time for the meeting.

For an organization having as its bylaws the sample bylaws found in RONR (12th ed.) 56:58-67, the executive board is empowered to fix the hour at which to convene, pursuant to Article VI, Section 2, notwithstanding the hour posted in an "agenda" (which, in this case, is in the nature of a notice of a meeting) that has not been adopted by the assembly.

Of course, if the earlier hour is not the hour at which the assembly habitually convenes, the Secretary of the assembly must send--at the expense of the society-- a call of the meeting to each member a reasonable time in advance.  RONR (12th ed.) 1:7.  For authorized special meetings, the required days' notice should be found in the bylaws.  RONR (12th ed.) 9:14, item 2.

N.B.  The call of a meeting is indexed under "notice (of meetings)" in RONR (12th ed.).
