Calling of a special meeting

My organization has been unable to meet since April,2020 as the location for our meetings has been closed due to the COVID-19 Pandemic. We have much business to discuss, some of which requires a vote of the membership. Our By-laws state that the Executive Committee may meet via teleconferencing but does not extend this option to the general membership.  The president has the authority to call a Special Meeting.  Can the Executive Committee vote to suspend the by-laws and then allow the President to call a special meeting to be held by teleconferencing?

No, not even the membership can vote to suspend the bylaws.  This would require a bylaws amendment, and I doubt the Executive Committee has such power.
