We have a standing facilities committee. Can they officially begin this process and discussion without first having a commit order from the main assembly? A standing committee may consider matters on its own initiative which are within the scope of its assigned duties. So if a motion relating to building a new building is within the scope of the assigned duties of the facilities committee, then it may begin the process and discussion without a motion to commit from the main assembly.
