Can a Chapter Bylaw be Suspended by the Board

We are a small chapter and our bylaws contain a clause that state a member of our board can not be a member of another chapter board.  Can our board suspend that part of the bylaws for the current election then place the revised bylaw for membership approval?  We are having enough trouble finding members to run for office and have many members belonging to more than one chapter.  This bylaw change was made to keep a certain chapter member with dual chapter membership from being on the board of our chapter.  This was a vindictive move by another chapter member.

No, this bylaw is not one of those that is suspendable, unless the bylaws say it is. Regardless, the suspension would have to be done by a body with the power to do so, which usually would not be the board. So it doesn't work for both reasons. The solution is for the membership, assuming that is who has the power to amend the bylaws, to do so.
