Does a Parlimintarian have authority to take over a meeting under Roberts Rule of order?

I was a newly appointed Parlimentarian, when the State Parlimentarian attending the meeting and took over.  Later she said in a formal letter that I had graciaciosly allowed her to do so. This woman took the speakers mic And took over the meeting. Is this even allowed anywhere in the world of Parlimentarian?

Nothing in Robert's Rules of Order gives a parliamentarian any such authority.
