No one was selected and the topic will come up again at the next meeting. Does the recusal carry over to the next meeting? Can the member move to "unrecuse" so that they can now vote? If he wants to vote at the next meeting he can. If he wants to abstain, he can, and no permission is required to either vote or abstain under the rules in RONR.
