The rules during public comment will be similar to the rules during debate. Comments should be restricted to recommendations for or criticism of policy, but not remarks on personalities. A member of the public may wax hyperbolic in criticizing what an unmitigated disaster the parking policy has turned out to be, but may not suggest that the parentage of the chair of the Building and Grounds committee is of questionable legitimacy. Calling someone a fraud or a liar is out of order. Calling a policy a catastrophe is fair game.
