Does that affect their capacity to serve as Chair, or in general, as a Committee member? They seem to think they will need to step down. If there is any such requirement, it would have to be because of something on your bylaws. Otherwise, it seems to me that the only relevant question is whether they can continue to serve effectively after they move. If so, I see no need for them to resign. Is this a governmental body which has some kind of eligibility requirement about being a resident? If it's governmental, that might mean any such requirement would be in a law or a governmental body policy instead of in bylaws. Is it a chess club? Check the bylaws. The nature of the organization makes a difference in our ability to instinctively detect likely details that weren't given. RONR has no specific requirement, and nothing is mentioned in our bylaw. The Terms of Reference of our Committee only states that members are "Community representatives" but how to define community in this case... unsure if it is community as in Municipality resident, or if it can be extended to municipalities around.
