A person may self-nominate for any elected position. But a parliamentarian, unless your rules so direct, should not be elected.

Additionally, a parliamentarian should not hold another office, and should not make motions, and, I would think, should not make nominations in general. So if the question is about another elected office, the parliamentarian should not do so, nor should he be nominated.
