Stephen M Rosiere Posted November 15, 2021 at 07:18 PM Report Share Posted November 15, 2021 at 07:18 PM (edited) When the chair puts motion on the floor and informs the members that only 3 members can speak for and 3 members can speak against and they are limited to 2 minutes each without anyone that has informative answers cannot answer questions and without a 2/3 majority vote of the Members present to limit time and speakerrs, and the motion fails. What recourse do the Members have to reconsider the motion that failed? You shouldn’t wait to see if the motion passes despite the chair’s decree. Nonetheless, a motion that fails can be made again at a subsequent meeting. Steve, technically, it is too late to reconsider the motion after the meeting has ended. However, as my colleagues have pointed out, the motion can be renewed (made again) at the next meeting or at any subsequent meeting. As you have probably figured out, the chair alone cannot limit debate the way he did. Only the assembly can limit debate by means of a two thirds vote. It is not because you were not aware of the applicable rules until you checked RONR, nor is it because the chair made a decree that does not appear to be supported by anything.
