It depends on how many people vote no. :)

The number of abstentions, in the general case, has no bearing on whether a motion is adopted or lost, if that is your question. See FAQ #6.

Nothing in the constitution discusses abstaining votes.

I'm not surprised, because "abstaining votes" are not votes.  Those persons who have abstained have abstained from voting.  If there are more Yes votes then No votes, a majority vote has been achieved. 

In the extreme case, one Yes vote with everyone else abstaining, is a majority vote.  In fact, as there was no dissent, It also technically qualifies as a unanimous vote.
