Can the body vote to address additional topics during a Special meeting that was called for a single issue?

Our Chair has called a special meeting to discuss and pass our 2023 budget.  The Call was specific that this is the only topic to be addressed during this Special Meeting.  My question is "because the body is assembled, can they vote during this special meeting to address additional topics that were not listed in the Call?"  Any RONR references would be appreciated!

“The only business that can be transacted at a special meeting is that which has been specified in the call of the meeting. This rule, however, does not preclude the consideration of privileged motions, or of any subsidiary, incidental, or other motions that may arise in connection with the transaction of such business or the conduct of the meeting. If, at a special meeting, action is taken relating to business not mentioned in the call, that action, to become valid, must be ratified (see 10:54–57) by the organization at a regular meeting (or at another special meeting properly called for that purpose).“

That reference at the top of Phil D's post is to section 9:15 of RONR (12th ed.), which is the section he correctly quoted regarding what business can be conducted at a special meeting.
