A motion was made to pay an invoice and was seconded. Discussion was open and one person asked for additional information. An attempt was made to get the information but it was not obtained. The chair asked for a vote and it passed. Would the vote be improper because the additional information was not obtained prior to voting?

Agree with Richard. I'll add that next time, you might raise a motion to Postpone To A Certain Time if you feel that the main motion should not be decided until the Request For Information has a satisfactory answer. You will need to define a specific future time by which point you expect to have an answer to your Request For Information. A Motion To Commit might also be appropriate depending on the circumstances.

No.  Not at all.  Apparently a majority felt that they could adopt the motion without having the information.  If they felt otherwise they could have postponed the matter to a future time, which they did not do.
