Atul Kapur Posted February 5, 2023 at 08:09 PM Report Share Posted February 5, 2023 at 08:09 PM Yes, if it is properly decided that these are the limits. Who determined these limits and how did they do so?

Well, sure under certain circumstances it would be perfectly proper. Under others it would not be in order. How and by whom is this limitation being imposed? Alicia Percell, PRP Posted February 7, 2023 at 07:59 AM Report Share Posted February 7, 2023 at 07:59 AM You may wish to read up on the motion to Limit or Extend Limits of Debate as described in RONR (12th ed.) section 15. One of the purposes of such a motion is to "limit debate by: 2) reducing the number or length of speeches permitted..." It is a motion which can be decided by the assembly, and it takes a two-thirds vote to adopt.
Richard Brown Posted February 7, 2023 at 03:11 PM Report Share Posted February 7, 2023 at 03:11 PM Is it desired that this be a special rule of order applicable to all meetings of the board, or just a temporary “rule“ for debate on a particular motion or for a particular day? to make it a rule of order applicable to future meetings would require following the procedure for adoption of a special rule of order, primarily previous notice and a two-thirds vote or, in the alternative, a vote of the majority of the entire membership.
