Yes. A board member has a right to access to all minutes of the board, including minutes of meetings held in executive session and including minutes which predate the member’s service. The rules in question provide that members of an assembly have a right to access to the minutes. The rules do not include any exceptions. Regular members have the right to examine the minutes of general membership meetings, but not meetings of the executive board. In a nutshell, §47:36 provides that all members of a body have the right to examine the minutes of that body. In other words, members of the general membership have the right to examine minutes of membership meetings but not minutes of executive board meetings. Conversely, members of the executive board have the right to examine minutes of meetings of both the executive board and of the general membership. "Outside directors", as they are sometimes called, would have the right to examine the minutes of the meetings of the executive board, but they would need the permission of the general membership assembly to examine the minutes of the meetings of the general membership assembly. I agree. In my comment above, I was assuming that members of the executive board are also members of the organization. In some cases, that might not be the case.
