Walking new business onto set agenda

Very probably, and especially if New Business is a topic on the existing agenda, but even if not.  Once all the items on the agenda have been disposed of, and before the meeting adjourns, you may seek recognition to move an item of new business.

Agenda items are matters that should be considered during a meeting, but that doesn't mean they're the only matters that may be considered--unless, of course, you have some custom rule that supersedes the ones in RONR.
