Lock out of meeting

A member has no right to attend a meeting of a body of which he is not a member, except as the bylaws may provide, or when invited by the body to attend.

If the member is a member of the body that is meeting, he has a right to attend unless his right to attend meetings has been suspended or restricted through appropriate disciplinary proceedings or pursuant to a bylaw provision.  If he is not a member of the body which is meeting, he has no right to attend unless the bylaws or some other rule gives him permission or the body has given him permission.  So, a general member has no right to attend a board meeting unless the rules or the board grant him permission.
