Board President re-election clarification

Is there a clarification in Robert's Rules where it clarifies that an officer can re-offer to sit in their position, but there needs to be a nomination? Our president is saying that they can sit for 3 full 3 year terms, and an election does not need to be called because they are re-offering to sit in their position.

Unless your rules provide otherwise, any officer who wants to serve an additional term must run for reelection for that term. He cannot just simply “claim that he is in for another term“.  He can run for another term, but he cannot lay claim to it automatically! He can only offer to serve another term if he is reelected for that new term.

Yes, here's the clarification:  That claim is clearly total rubbish.
