Nonprofit organization with resident council and committees. Council has bylaws, but a committee submitted a policy that conflicts with the bylaws. The Council approved the policy. Is that valid? The Council approved the policy. Is that valid? No, but it is ultimately up to the members of the organization to recognize that the "policy" was not validly adopted.
