The object of Rules of Order is to facilitate the smooth functioning of the assembly and to proactive firm basis for resolving questions of procedure that may arise. Then there are three kinds of rules of Order. 1) Rules contained in laws and in the bylaws. 2) Rules contained in RONR (the book) 3) Rules adopted by the organisation when they find it useful to adopt them.
