RONR also does not allow non-members to participate at all, so you will need to create your own rules around the public comment section; you can decide to allow it or follow the RONR example. Richard Brown Posted May 17, 2023 at 07:51 PM Report Share Posted May 17, 2023 at 07:51 PM Agreeing with Dr. Kapur, RONR does not permit members to "donate" or "yield" their debate time to other members but is completely silent as to non-members (such as members of the public) who might be addressing the assembly during a period of public comment.
