Public Comment During a Meeting

Agreeing with Dr. Kapur, RONR does not permit members to "donate"  or "yield" their debate time to other members but is completely silent as to non-members (such as members of the public) who might be addressing the assembly during a period of public comment.  That is a matter appropriate for the adoption of a local rule of order. RONR neither permits nor prohibits it.  It is silent.
