HOA sent out wrong ballots for Board of Directors election

Our HOA is currently preparing for the election of Board of Directors. Ballots were sent out. Some of them had a ballot from last year, along with the new ballot. Some were just the old ballot, no way of knowing how many all went out, one of the candidates is the current secretary, which has been posting on social media, saying that it’s OK. We should wait until after the election. There are currently three spots open. With four candidates. 14 days away from the election, which does not give time for new ballots, considering the secretary, who was a candidate, suggesting this, which I believe is a conflict. I think he should be disqualified from election and 3 remaining candidates fill the positions

There are no grounds to disqualify, nor is this a conflict.  Why can't new ballots, if needed, be sent out? 

Do the ballots have the names of the candidates printed on them?

Yes they have names on them and bylaws state that ballots must be sent out 14 days prior to election so that doesn’t allow time for new ones to be printed and then mailed .

Well, it sounds like the membership will have to meet to decide what to do.  You could do your best to publicize the screwup, print and mail proper ballots, and hold the election 14 days later.
