The proper motion is a main motion that can be raised as a Question of Privilege affecting the rights of the assembly.  The main motion in a small board does not require a second; is debatable; is amendable; and requires a majority vote for adoption.  See RONR (12 ed.) §10 and §19.  As to the procedure for handling motions in general, see §4.
